Discovery Phase — explained.

The Discovery phase is the first of five phases in Zeour's fixed-fee phased engagement model (Discovery → Build → Integrate → Pilot + Go-Live → Operate). It is itself sold as a **fixed-fee scoping engagement** — typically 2-4 weeks of consulting time culminating in a published board-ready scope document covering: stakeholder + workflow mapping, integration inventory across the operator's existing systems (core banking, EMR, ITSM, identity, CRM, HSE, payment, signage), deployment topology (on-prem / hybrid / sovereign cloud — see the [sovereign deployment](/glossary/sovereign-deployment) glossary), bilingual + locale requirements, compliance posture mapping (PDPL / NCA-ECC / GDPR / HIPAA / OPITO as relevant), hardware bill-of-materials, milestone plan with **fixed prices per subsequent phase** (Build, Integrate, Pilot + Go-Live, Operate Care Plan). The output is the contract anchor for the entire programme — a single board-readable document that both the operator and Zeour sign off as the canonical scope. Discovery is intentionally separated from Build because the architectural decisions made in Discovery materially change the Build cost — and a fixed-fee Build cannot be quoted without that architectural clarity. Discovery pricing scales with scope complexity: typical bands are £8k-£18k for mid-market single-site, £15k-£40k for enterprise multi-site, £30k-£80k for national programmes. Discovery is also a sales motion: it lets the operator commit a small amount to get a deeply detailed architectural plan before committing the larger Build budget.
