Fixed-fee project
Discovery + build + operate. You own the code at the end.
Discovery is fixed-fee (2–6 weeks). Build is milestone-fixed (6–12 weeks) with weekly demos. Change-orders are explicit and priced. Operate is monthly SLA retainer, or 90-day exit window with full transfer documentation. You own the repo, the licence, and the deploy keys.
