How it unfolded

Discovery with consulate staff covered the consular transaction mix (passport, ID card, certifications, civil-status documents, voting registration) plus the seasonal demand pattern citizens travel from across the UK Midlands. The fixed-fee Statement of Work covered MSA/GLITT service-type definitions + EMS execution + citizen kiosk + queue board. Build delivered per-transaction routing in a single milestone-fixed wave. Pilot week trained reception + consular officers with Zeour engineers on-site. Cutover was atomic given the single-site scope. Operate runs on consulate IT with the Care Plan as a fall-back.
